A new difinitive series featuring the American presidents was issued in 1938, also called the Fifth Bureau Issue, but known affectionately as prexies. The 1¢ stamp featured a portrait of George Washington after a Houdon bust. Over the next decade and a half almost 30 billion 1¢ stamps were issued.
